About The Eugene B. Cooper Student Loan Fund
How it all Started -
The Eugene B Cooper Student Loan Fund was begun in the early 1970s with a large donation by Eugene B. Cooper.
His efforts attracted other generous jestures and the Fund was on its way to serving youth throughout the Winchester area.
Over the years, the Winchester Kiwanis Club donated annual amounts to the Fund until its revolving fund tipped the scales at $200,000.
A group of Kiwanis members serve as Directors to handle the organizational, financial affairs and lending process of the Fund.
The Fund's Purpose -
The Fund is exclusively for the purpose of aiding students who have been accepted by a Community College,
University, or advanced school of learning. Technical and vocational schools above the High School level are included.
Traditionally, acceptance of applicants has been from Winchester and the surrounding Virginia counties. To be a successful applicant
for a loan, a student must be of good character and exhibit the qualities necessary to achieve success in an advanced learning institution.
The applicant must provide proof of acceptance and/or current enrollment in an approved institution
How It Works -
A student must submit an application for funds along with an informational form from their parents and/or guardian. (Loan Guidelines and
Forms are listed below and are available in Adobe pdf and MSWord formats.) The Fund's Loan Committee will screen applicants, determine credit worthiness
of both the student and their parents and/or guardians, then make a determination on approval/disapproval of the loan. Both the Fund's By-Laws and
Loan Guidelines state that there shall not be any discrimination in the making of loans based on race, color, religion, national origin, sex,
marital status, age, or dependence on public assistance.
A promissory note shall be signed by the applicant and by the custodial parent(s) or guardian making all parties responsible for repayment.
Repayment of the note must begin within six (6) months of the student leaving school by graduation or other withdrawal. Interest will not begin to accrue
until that beginning date.
Loan amounts are currently set at $2,000 per year to a maximum of $10,000 for any one student. Interest on the loans is currently set at six (6) percent per annum.
